Between Muzaffarpur, the divisional headquarters of Tirhut Division and Hajipur the district headquarters of Vaishali district there is a distance of more than 50 km. Between Muzaffarpur and Hajipur there was a government teachers training college at Turki which was closed for decades. And intake capacity was very limited. There was no teachers’ training college to impart B.Ed. teaching in the district of Vaishali. Vaishali the very ancient city was the cradle of democracy in the world. Vaishali is about 10 Km from the location of the college. The teachers training college of Turki had measurably failed to cope with the number of students yearning to pursue B.Ed. course. Keeping this in mind The Vishun Roy Memorial Educational and Welfare Trust, Kiratpur Rajaram Bhagwanpur Vaishali unanimously decided to establish a college for imparting B.Ed. course to disseminate teachers training course to the marginalised and down trodden sections of the society. The trust moved the National Council for Teachers Education, north eastern region Bhubaneswar for grant of recognition to the institution keeping in view its geographical location, craze for pursuing B.Ed. course for moulding and shaping the career of the thousands of aspirants mostly hailing from the weaker section, particularly, extremely backward, most backward and scheduled castes of the society. In consideration of the request made by the trust the NCTE constituted a committee to inspect the college to ascertain the ground realities i.e. Infrastructure, basic amenities and academic milieu existing in the institution. The committee visited the college and after visiting the college, The visiting team in the form of report and videography, recommendation of the state government was satisfied that the institution/society fulfils the requirements under the provisions of NCTE Act, Rules and relevant regulations including the norms and standards for the secondary teacher education(B.Ed.) programme such as instructional facilities, infrastructural facilities, library, accommodation, financial resources, laboratory etc., for running the program as also appointment of duly qualified teaching staff as per NCTE norms, and in exercise of the powers vested under section 14(3)(a) of the NCTE Act. 1993 granted recognition to the college for conducting B.Ed. course of one year duration with an annual intake of 100 from the academic session 2012-13. This recognition of the NCTE was communicated to the institution vide NCTE letter no. ERC/7-142.6.6/NCTE/B.Ed./2012/13886 date 21/08/2012.

The institution simultaneously moved the affiliating university i.e. Babasaheb Bhimrao Ambedkar Bihar University, Muzaffarpur for nomination of the university representative, as per the statuary requirement of the NCTE on the selection committee. The university in consideration of the request nominated university representative on the selection committee. The institution for recruitment of well qualified and experienced faculty members including the principal of the college as well as ministerial staff had advertised the post in national level news papers. A large number of applications were received by the institution. The selection committee constituted in accordance with the provisions contained in NCTE regulation interviewed each and every candidates assessed their academic achievements from matriculation onwards and examined their performance in the interview. The selection committee on the basis of their academic achievements and performance in the interview issued appointment letters in the prescribed scale of pay.

The institution moved the affiliating university i.e. BRABU, Muzaffarpur for grant of affiliation to the institution. The university in consideration of the request made by the institution constituted a four member committee consisting of the deans of the faculties of Science, Social Sciences, Commerce and inspector of colleges (Science) to inspect the college and submit its report for grant of affiliation in light of the recognition granted by the NCTE. The committee inspected the college on 19/09/2012 and recommended for permanent affiliation to the institution on being satisfied with the fulfilment of almost all the conditions in abundance by the institution. The report of the committee was considered by the statutory affiliation and new teaching program committee and recommended for permanent affiliation to the institution with effect from the academic session 2012-13. Subsequently the academic council, the syndicate and The SENATE of the university approved the decision of the above mentioned committee and authorities. The university in light of the above granted affiliation to this institution with effect from the academic session 2012-13.

In the meantime the NCTE promulgated a new regulation to govern the B.Ed. course in December 2014. The intake capacity of the 100 students, in accordance with the new regulation, has been converted into two basic units, each units consisting of 50 students. Accordingly the college moved for grant of recognition to the two basic units and the institution deposited the required fund in accordance with the new regulation. And the grant of recognition for two basic units in accordance with the new regulation is under the active consideration of the NCTE.

The college is situated at the stone throw distance from Bhagwanpur Railway station and NH77. NH77 links Muzaffarpur, the headquarters of Tirhut division to the state capital, Patna. There are best provisions for communications by Railway and Roadways. Thousand of buses ply every day and almost all the express train halt at the Bhagwanpur Railway station. The college has made a niche in the B.Ed. course and desires to establish it as a centre of excellence not only in Bihar but across the country. The college is providing best teaching & training to the students by the talented and experienced faculty members.
